Two mid-terraced houses in Portadown are to be turned into houses of multiple occupancy.
A planning application for 35 Carleton Street was lodged by O’Callaghan Planning, Newry, on behalf of B. Hughes, Tullysaran, Armagh.
Three of the bedrooms will remain upstairs, while the ground-floor living room will make way for an additional bedroom and a hall area. A shower room will also be added upstairs, beside the existing bathroom.
The alterations are described as follows in the ABC planning officer’s report: “On the ground floor, the existing living room is to be converted to one bedroom, with the northern section of the living room incorporated into the hall.
“A kitchen, WC, utility room and access hall will remain. On the first floor there will be three bedrooms – one will have a new en-suite – and a bathroom.
“There are no external changes proposed to the property. The proposal would allow up to seven persons to live together at the property (three double rooms and one single room).
“The proposal will have a residential end use, albeit with a higher density of occupants.
“With regard to potential for noise nuisance, the council’s Environmental Health Department has considered the proposal and has raised no objections, nor have they recommended the imposition of any conditions.
“For that reason, officers are satisfied that the proposal would not unacceptably affect the amenity of surrounding residents, or the established character of this part of Portadown.
“The addition of one bedroom does increase the parking requirement from 2.75 spaces to 3 spaces, and therefore a requirement for an additional 0.25 spaces.
“There are no in-curtilage car-parking spaces at this dwelling. All parking is on-street for this property and the majority of other properties in the immediate vicinity.
“A parking survey and additional supporting information was submitted by the applicant to identify parking options available in close proximity to the application site.
“The analysis found that there were between 58 and 24 on-street parking spaces available within 250m of the site, and 54 spaces in William Street public car park.”
Meanwhile, a mid-terrace property at 57 Bridge Street, Portadown, is also to be turned into a HMO.
The planning application was lodged by Wayne Somerville, Gilford Road, Portadown, on behalf of Aidan Smith, Iniscarn Road, Desertmartin.
ABC planning officers wrote in their report: “The site is currently a six-bedroom, mid-terrace, three-storey dwelling. There is also an additional basement to the rear on the lower ground floor which serves as storage.
“The proposal would involve a change of use to allow up to 12 persons to live together (six double rooms).
“There are no external alterations proposed to the building, therefore the external character of the dwelling will remain the same within the streetscape.
“There is one other registered HMO on this street at No 30 Church Street, Portadown.
“With regard to potential for noise nuisance, the council’s Environmental Health Department has considered the proposal and has raised no objections, nor have they recommended the imposition of any conditions.
“For that reason, officers are satisfied that the proposal would not unacceptably affect the amenity of surrounding residents, or the established character of this part of Portadown.”
