New shop and nine apartments to be built on ‘run down’ corner site in Newry city centre

A new mixed-use development, consisting of a shop and nine apartments on a “run down” corner site in Newry city centre, has been given the go-ahead.

Proposals had first been submitted in May 2024 for 15 apartments, with amended plans later lodged by Rostrevor-based Tinnelly Construction Ltd.

The development is earmarked for the site at 46 Monaghan Street, and will see the creation of a new retail unit.

It will also now boast a total of nine two-bedroom apartments – each with their own balcony – on floors above.

Newry, Mourne and Down District Council has approved the development.

The case officer, in their official report, explains: “The site sits at the junction of Monaghan Street and Patrick Street and at present contains an empty retail unit that has become somewhat run down in its appearance.

“The site is located in an area with a very mixed use of retail, offices, educational, cafes, takeaways and residential. The area is a diverse mix of designs with there being no prominent form of architectural design; the area includes some traditional buildings along with more modern examples.

“The size and scale of buildings vary with two and three-storey more predominant in the area.”

The existing retail unit would be “removed” and a new replacement constructed at ground floor, with nine apartments – three on each floor above – completing the four-storey development.

Parking will be provided for six cars, with a roller-shutter entrance to provide access from the street to the parking and yard area of the site, where bicycle parking is also planned.

There would be a separate bin storage area at ground floor level to the rear of the retail unit.

Access to the apartments will be from Monaghan Street and from within the rear parking and yard area, with both a lift and stair access included.

According to the case officer: “The proposed design is quite modern in appearance and will include small areas of external space for each apartment unit. Although four-storey, the proposed building will have a ridge height similar to another building in close proximity to the east along Monaghan Street.”

The official was content that the retail and residential uses were in keeping with the surrounding area and met required policies.

There were no objections from any neighbouring properties.

The case officer noted: “The proposed development is taller than a lot of existing development, however, the proposal will not result in the loss of amenity to any residential properties given separation distance. The proposed balcony areas for each apartment will overlook the public street or look into the rear parking area. The proposal will not overlook any private
amenity space.”

And, in conclusion, the official added: “The proposed development will look to improve the appearance and character of the area with the construction of a modern mixed use building which will be a focal point in the area.

“The proposal will retain the retail element at the site along with providing much needed residential stock in the central location.”

The applicant will now be notified of the decision to approve.
