Calls for ‘Plan B’ digital hub amid Newry civic centre judicial review

A DUP councillor has called for a “Plan B backup” for a regional digital hub amid a Judicial Review of Newry’s civic centre.

The proposal was put forward at the Newry, Mourne and Down District Council strategy, policy and resources committee this week.

The local authority is currently facing a Judicial Review over its controversial plans for its new £17m civic centre at Abbey Way with proceedings issued in November 2025. The case is being taken by a local resident represented by Ciarán O’Hare of McIvor Farrell Law Firm.

Mournes DUP councillor Henry Reilly said: “I am just slightly concerned that the hub would be located in the new civic centre, whenever there is a possibility that it may not proceed.

“It would be sensible from a management point of view to have a back up location identified, just in case. I’d propose it if needs be.”

The council’s chief executive Marie Ward indicated: “A Plan B would need a proposal”

The proposal was seconded by UUP Slieve Gullion councillor David Taylor.

The Belfast Region City Deal is providing £30m for multiple regional digital hubs. The innovative hub is planned to be hosted in the proposed £17m Newry Civic Centre, which was approved by the planning committee in December (2024) despite facing huge opposition on its location from Newry Parish.

The hub is set to create jobs and support industry, academia and education to improve business and production processes or services through emerging digital technology.

When asked for clarity, Councillor Reilly added: “I am happy to propose the hub as it sits, but it would be practical to have a back up if it needs to be relocated.”

Chairperson Oonagh Hanlon responded: “The officers have noted that then.”
