Police were forced to take action following an altercation in Armagh city centre on Friday morning.
Officers were tasked to the scene on Scotch Street, close to the junction with Linenhall Street at around 10.50am.
Onlookers watched on in horror as officers physically apprehended the suspects who caused quite the scene.
A man, aged 31, was arrested on suspicion of disorderly behaviour and resisting police.
A second man, aged 36, was arrested a short time later on suspicion of disorderly behaviour.
The 31-year-old was released pending a report to the Public Prosecution Service and the 36-year-old was issued with a Penalty Notice for Disorder.
