Planners’ green light to convert historic 250-year-old Armagh property into apartments

ABC Planning officers have approved a planning application for the change of use of a listed four-storey dwelling at 52-54 Castle Street, Armagh, into three separate apartments.

The planning application was lodged by McAleenan Architects & Interior Design, Armagh, on behalf of Konfloor Ltd, Armagh.

Planning officers stated in their report: “The site contains a four-storey mid-terrace dwelling (which includes a basement floor level and a loft floor level).

“In this regard, the subject dwelling possesses a two-storey appearance from the adjacent stretch of Castle Street, and a three-storey appearance to its rear elevation.

“Considering the subject building is listed and is located within the Armagh Conservation Area, and the proposal is for a change of use with internal and external works, a Design and Access Statement is required.

“Officers are content that the Design and Access Statement has satisfied their legislative requirement. The proposal is considered to respect the character of the surrounding area, which exhibits a mixture of residential, ecclesiastical and retail uses.

“Officers are of the opinion that the development is appropriate to the existing character of the area, and are content that the design and finishes will not have an adverse impact on the existing area.

“An enclosed rear yard area of approximately 53.8m² is proposed to the rear of the building. This would equate to just under 18m² per apartment of communal space which, while at the lower end of the space standards, does meet the guidance provided.

“In addition, officers are mindful that the site is located within the city centre, where the guidance suggests amenity levels can be flexible.

“Given the confines of the application site, there are no existing car-parking spaces within the curtilage of the site, and no car-parking spaces are proposed within said curtilage.

“There is a communal area for car parking located to the immediate south (rear) of the application site, which is utilised by the occupants of surrounding dwellings.

“There is also on-street car parking available along Castle Street on both sides of the road, and along Upper Irish Street, to the west of the site.

“It was evident during officers’ site visit that the subject building is vacant and is falling into a state of disrepair. Officers are of the opinion that the proposed change of use would secure its upkeep and survival.

“Given the consultation responses from HED: Historic Buildings, officers are of the opinion that, subject to conditions, the character and historic interest of the building would be preserved.

“Officers, in consultation with HED, are of the opinion that the proposals will enhance the character and appearance of the area.”
